Anne A. Andrews, the 2008 Fairfax County Citizen of the Year Ms Andrews is recognized for her decades of volunteer work with the Route One Task Force for Human Services, the South County Community Health Care Center, the Community Health Care Network and the Program of Assertive Community Treatment Program. Additionally Ms. Andrews continues to serve on the Southeast Health Planning Task Force, Citizen Advisory Board of Mt. Vernon, and the Center for Community Mental Health Committee. The programs are known for health care service to the homeless, underinsured and mentally ill. "Ann has been a particularly forceful advocate for community-based mental health treatment and community access to health care," praised Mt. Vernon Supervisor Gerry Hyland.

Citations of Merit Recipiants Citizen Activists Linda F. Byrne and Christine Morin Linda F. Byrne was recognized for her work with the Oakton library, Options for Oakton, and Fairfax for Horses and other endeavors. Congressman Gerry Connolly said, "Linda was a key community ally in our effort to build the new Oakton Library." Christine Morin earned the Citation for her volunteerism on behalf of South County and the Middle School Solutions Group. "I know Christine to be a tireless leader who has devoted her time and energy to make South County a great place to live," stated Delegate Dave Albo.
