< Peter Murphy, the 2012 Fairfax County Citizen of the Year Peter Murphy has been serving on the Fairfax County Planning Commission as the Springfield District Commissioner for 30 years. He is also serving his 25th consecutive year as Commission Chairman, first elected in 1989. Now in his 8th term on the Commission, he was first appointed by the Board of Supervisors to represent the Springfield District in December 1982 upon a motion by then Supervisor Marie Travesky. He has subsequently been reappointed by the Board for additional four-year terms in 1986, 1990, 1994, 1998, 2002, 2006 and 2010 on motions introduced by Supervisors Elaine McConnell and Pat Herrity. Commissioner Murphy’s current term expires in December 2014. Before his election to the chairmanship, Mr. Murphy previously served two terms as Vice Chairman and three years as Commission Secretary. Commissioner Murphy currently serves as Chairman of the Land-Use Process Review Committee and Telecommunications Committee. He is a member of the Planning Commission’s Personnel and Budget Committee and Capital Improvement Program Committee. From its first broadcast in 2003, Mr. Murphy has hosted the Planning Commission Roundtable, a monthly television program on Channel 16 that focuses on current and future land-use issues. In prior years, he also chaired the following: Fort Belvoir/BRAC Area Plan Review Committee; Capital Improvement Program Committee; Seminar Committee; Committee on Proffers and Staff Reports; Development Criteria Committee; Retail Uses in Industrial Districts Committee; Committee on 456/2232 Procedures; and Mini-Mart Committee. During his tenure on the Commission, he has been an active member of the following committees and task forces: Policy and Procedures, Subcommittee on P-Districts; Lot Reduction Ordinance Amendment; 50th Anniversary; Redevelopment and Housing; Transportation; Fort Belvoir Engineer Proving Ground Task Force; Route 28 Corridor Task Force; C&I Advisory; Parks; and Infill and Residential Development. Mr. Murphy served as the Board of Supervisors’ appointee to the Baseball Site Selection Task Force and served as Chairman of the Western Fairfax VRE Station Study Task Force. He also chaired the County’s Telecommunications Task Force. Commissioner Murphy was the first elected chairman of the Northern Virginia Planning District Commission’s Council for Planning Commission Chairmen. Commissioner Murphy was appointed in June 2006 for a six-year term as an At-Large member of the Celebrate Fairfax, Inc., Board of Directors. He previously served six years on the Celebrate Fairfax Board of Directors and was elected Vice President for Planning and Administration and later Vice President for Programs. He is a member The Old Guard Monument Campaign Leadership Council, to fund a memorial statute to be located at Fort Myer. Va., that will commemorate and pay tribute to the thousands of past, present and future soldiers of the historic 3rd U.S Infantry Regiment. In 2010, he was selected to serve on the Department of Defense 50th Anniversary of the Vietnam War Commemoration Commission that is establishing programs and events to thank and honor veterans and their families of the Vietnam War for their service and sacrifice to the nation. Mr. Murphy is the recipient of the following awards and honors: the Department of the Army Commander’s Award (Medal) for Public Service (2009); the 2007 Lawrence V. Fowler Award, established to recognize the service of a member of a county government board, authority, commission or committee; the 2006 Katherine K. Hanley Public Service Award from Leadership Fairfax, Inc.; the Times Courier Citizen of the Year Award; the Distinguished Public Service Leadership Award presented by the Springfield District Council; the Fairfax County Volunteer of the Year Award in the Community Leader Category; an Honors Award from the County’s Department of Planning and Zoning; the Army Ten-Miler Leadership Award; Honorary Alumnus, Norwich University; Honorary Chief, Burke Volunteer Fire and Rescue Department; and the 2003 James Scott Public Community Spirit Award from Celebrate Fairfax, Inc. He was also selected as a “Center of Influence” by the U.S. Army Cadet Command in 2010. In 1999, Mr. Murphy was named Lord Fairfax for the Springfield District. Commissioner Murphy, a graduate of Boston College who received an Army Commission through the Reserve Officers’ Training Corps (ROTC) program, is in the public relations and communications field with the Association of the United States Army in the private sector. He resides with his wife, Charlene, and daughter, Cherilyn, in Burke.

Citation of Merit Recipient Rose Chu Rose Chu has served on the Fairfax County Health Care Advisory Board as the Mason District representative since 1987. She is one of the two Vice Chairmen and Chairman of the Community Advisory Committee for the Community Health Care Network. The three health centers of the Community Health Care Network have 20,000 Fairfax residents enrolled for primary care services. The Health Care Advisory Board makes recommendations to the Board of Supervisors on the Health Department and other budgets, health care zoning issues, INOVA programs, and other public health topics. Rose was a member of the Virginia Board of Medical Assistance Services from 2002 to 2008 and its representative on the Medicaid Revitalization Committee in 2006. Rose is one of the founders of the Coalition of Asian Pacific Americans of Virginia (CAPAVA est. 2002), a non-profit organization that sponsors legislative, business, and candidate forums on different policy issues important to Asian Pacific Americans in Virginia. She is currently the Secretary of CAPAVA. Every tax season for the last eight years, Rose has been a volunteer counselor. She has been a volunteer at the Mason Government Center for the last six years for AARP to prepare and e-file tax returns. Rose is a health policy analyst at the US Department of Health and Human Services Office of Health Policy. She works on research and policy issues affecting private health insurance, Medicaid, and Children’s Health Insurance. Rose has lived in Baileys Crossroads since 1987.

Citation of Merit Recipient Phyllis Payne Phyllis Payne is a co-founder of SLEEP (Start Later for Excellence in Education Proposal), a grassroots organization dedicated to increasing awareness about the importance of sleep to the health, safety, and academic well-being of high school students and to advocating for morning school start times that align with teen circadian rhythms to foster adequate sleep. She represents SLEEP on the Northern Virginia Healthy Kids Coalition and the Partnership for a Healthier Fairfax. She also is a founding member of the Fairfax Education Coalition. Professionally, Ms. Payne is a science writer, health educator, and former high school science teacher. She has worked on national health education programs and has written numerous publications for the National Institutes of Health. She has served as the Bailey’s Elementary School PTA Volunteer Coordinator and PTA President and as the Woodson High School PTSA/PTSO Volunteer Coordinator. Ms. Payne also was an at-large representative to the Fairfax County Public Schools (FCPS) School Health Advisory Committee and was a member of the FCPS Transportation Task Force. Ms. Payne received her Master’s degree in Public Health from Johns Hopkins University and her Bachelor’s degree in Biopsychology and Education from Vassar College. She lives in Fairfax with her husband, Doug, and two children, Samantha and Thomas.

Lifetime Achievement/Special Gratitude Awards Honoree Katherine Hanley For nearly four decades, Kate has been a passionate and tireless public servant whose actions and leadership have helped transform Northern Virginia into a community that is envied throughout the country. She has been a champion of the Tysons transformation, expansion of human services and homeless prevention, access to the arts, education, and health care issues. Kate is a long-term resident of Fairfax County and currently lives in Reston with her husband, Ed. She began her civic activism as a member of the Strathmeade Square Homeowners Board of Directors, and later President of the Holmes Run Woods and Crossing Civic Association. Then-Supervisor Jim Scott appointed her to the Fairfax County School Board. In July 1986 she was elected in a special election to represent Providence District on the Fairfax County Board of Supervisors. She held this position until she was elected Chairman of the Board of Supervisors in another special election in February, 1995. Kate was elected Chairman twice more, in November 1995 and 1999, serving during a period of growth and transformation. As Chairman, Kate made significant contributions to our community, starting the first youth violence commission to address the growing threat of gang activity, pushing for critical transportation projects such as Rail to Dulles. It was under Kate's leadership that Fairfax County was named "Best Managed County." She served on the WMATA Board for 13 years, including a term as Chairman. In further recognition of her significant contributions, Washingtonian Magazine named Kate a"Washingtonian of the Year" in 2000, and in 2002, she received the "Distinguished Service Award" from the Jewish Community Relations Council of Greater Washington. Following her service on the Board of Supervisors, and a stint of the Commonwealth Transportation Board, Kate was appointed Secretary of the Commonwealth by Governor Tim Kaine, a position that she held from 2006 to 2010 . Currently she serves on the Inova Health System Board of Trustees, and the Board of Directors of Voices for Virginia's Children and Home-Aid Northern Virginia.

Special Gratitude Awards Honoree Kyle Talente Kyle Talente has been a resident of Fairfax County for nearly 10 years. A husband and father of two young boys, Kyle's passion for community involvement is centered on ensuring that Fairfax County remains a national leader in quality of life and economic prosperity. Kyle is a Vice President and Principal of RKG Associates, Inc., an economic development, real estate, and planning consulting firm in Old Town, Alexandria. It is through his professional and technical background that Kyle has served Fairfax County's community revitalization efforts. Most notably, Kyle served on the Southeast Fairfax Development Corporation (SFDC) Board of Directors for the previous eight years, including the last three as the President of the Board. Founded in 1981, SFDC is a nonprofit corporation dedicated to improving the Richmond Highway corridor from the Capital Beltway to Fort Belvoir in Fairfax County. The Board represents a broad cross-section of community, business, economic development, and real estate leaders. SFDC promotes the economic revitalization of Richmond Highway through marketing and advocacy efforts. After stepping down from the Board of Directors in December of 2012, Kyle currently serves on the SFDC Advisory Committee. Kyle's other community involvement efforts within Fairfax County have included serving on the Fairfax County Community Revitalization and Reinvestment Advisory Group as the Lee District representative and on the Hopkins House Academy Budget and Personnel Policy Committee.

The Fairfax County Federation of Citizens Associations, established in 1940, is the countywide voice for homeowner, civic, and community associations. An all-volunteer organization, The Federation works on issues that impact Fairfax County residents, including education, transportation, the environment, human services, land use, the county budget, and state and federal legislative issues.
