Paul Hammack is a retired local attorney, who has contributed his wisdom and efforts to civic life in Fairfax County for decades. He served on the Fairfax County Board of Zoning Appeals for 39 years, from 1982 to 2021, and was its Vice-Chairman for the last 30 years. Paul has volunteered in many Bar Association activities and leadership roles, and exemplifies the selfless participation of attorneys in community activities. Paul's contributions to Fairfax County include his appointments and volunteer services as:
Paul's lengthy service to the local community is the primary reason he in nominated for recognition. He was a steady voice of experience on the BZA, benefiting the community with his legal knowledge, and his familiarity with how cases were handled over the decades. He ensured fairness and consistency for almost 40 years, a length of community service not likely to be matched. Paul also has been extremely active in Bar Association activities and long respected by other attorneys, as reflected by his multiple elections to the State Bar Council. Paul also found time for homeowners association leadership and land use task forces, among other activities. Paul grew up in Arlington County, received his BA degree from the University of Virginia in 1962, and his Bachelor of Laws degree from George Washington University in 1965. He was a member of Phi Delta Phi legal fraternity. Paul was an associate attorney at Phillips, Kendrick, Gearheart & Aylor, Arlington in 1965 to 1966, advised the Federal Communications Commission, Washington, DC from 966 to 1968 and the National Auto Dealers Association, Washington, DC, from 1968 to 1971. He was a partner at Russell & Hammack, Arlington and Fairfax, VA, from 1971 to 1977 the did solo practitioner in Fairfax VA, from 1977 to 2016. Paul is now retired.

Mr. Lance Beets volunteers in many capacities for Volunteer Solutions, a program housed in the Fairfax County Agency on Aging. Mr. Beets' efforts are directed at helping older adults and adults with disabilities age in place safely and with dignity by assisting them with transportation to medical appointments, grocery shopping, meal and supplement delivery, and the prevention of social isolation. He accomplishes this service by delivering meals to those enrolled in the Meals on Wheels program and delivering nutritional supplements to those in need on a regular basis. He also provides much needed medical and non-medical transportation to multiple older adults and adults with disabilities on a consistent basis. Lance Beets has been energetically and faithfully volunteering for Volunteer Solutions for more than seven years and has given more than 1,200 hours of his time to assist older adults and adults with disabilities. The people he serves often request him by name. He has volunteered without notice to deliver emergency food as well as medicine and clothing on many occasions. He is extremely patient with and accommodating to each person he serves. Recently Mr. Beets assisted a woman with vision impairment by taking her grocery shopping. The woman was extremely grateful and mentioned how kindly he treated her. Although this is just one example of how he serves the community, he serves many people on a regular basis, making his impact invaluable and immeasurable to this senior population. On another occasion, he volunteered to assist at the last minute to help a client who needed help cleaning up her apartment so that she would not be evicted. He is very good at anticipating client needs and knows how to respect boundaries while also meeting needs. Lance has been a Meals on Wheels driver once or twice monthly for over seven years. He does Nutritional Supplement delivery to more than one client across the County monthly for over seven years. He is a transportation provider for grocery shopping and medical as well as non- medical appointments for countless senior clients for over seven years. Mr. Beets always has a positive attitude and will often step up to fill in for other volunteers when they are not available. In addition to volunteering with Volunteer Solutions, he volunteers at a Fairfax County Recreation Center. This is another setting where he displays his genuine caring and customer service skills. In his volunteer position at the recreation center he greets hundreds of people, logs them into the computer system, gives directions, and performs other tasks as assigned. He also happily fills in for other volunteers when they need to switch their schedules. Ann Shields, who directs operations at the center, notices Mr. Beets' abundant kindness and says everyone at the center just loves him. Lance's dedication to his community is very evident and we are fortunate to have him on our community team. Fairfax County is also a better place to live because of his willingness to serve his neighbors. He is an excellent ambassador to promote volunteering as he does not know a stranger and is always available to volunteer! Lance has volunteered with Volunteer Solutions since he retired from the United States Post office in 2012. He often takes clients to the Western Fairfax Christian Ministries to pick up needed food or clothing. He also regularly donates food to the food pantry at Western Fairfax Christian Ministries. He is an avid bowler and a champion whistler. He loves to be involved in his community and has volunteered with the Fairfax County Recreation Center since 2016.

JoEllan has the gift of Leadership. She is dedicated, committed, and self-less. She expects no one to do anything that she wouldn't do herself. Because her actions and words foster trust, her leading people to follow in her steps of volunteering results in making the County a better place to live. Given the fact that JoEllan has touched so many lives by her many activities and organizations she serves, the reach that she has had on Fairfax County is significant. Her success is by not by the being in the forefront but by being in the trenches working side by side and helping people one by one. Kids, teens, and adults draw others in to help with the volunteer projects by spreading the gift of community that JoEllan lives by and shares with each of them.

James was the Lee District representative on the Fairfax County Planning Commission from 2010 through 2019. Over the years, he held many positions of responsibility, including Commission Secretary; Chairman of the Parks Committee, helping guide the Urban Parks Framework to passage and serving as Vice-Chairman of the Policy and Procedures Committee. He helped author the new Site Specific Plan Amendment (SSPA) process and was a member of the Telecommunications, Environment, Personnel & Budget, Tysons, Capital Improvement Program (CIP) and Housing Committees. Paul was a Virginia Certified Planning Commissioner, a member of the Citizens Planning Association (CPEAV), and holds a Congressional relations graduate certificate from the Legislative Studies Institute. James has been involved in many other community activities as well. He volunteered for several years in a mathematics program at Lane Elementary School, where the 5th graders designed a park. He has been a member of the Economic Advisory Commission, an Election Officer, an environmental cleanup volunteer participant, a member of the Embark Advisory Group and other local advisory groups. A significant position that James has served in was the Fairfax County Planning Commission, 2010-2019, and as the Commission Secretary, 2019. James's other committee positions and achievements include:
James grew up in Northern Virginia and currently resides in the Alexandria area of Fairfax County. He has a B.S. degree in Political Science from James Madison University. James is the Director of Migliaccio Solutions, 2002 - present, is a public relations consultant for companies, organizations and political campaigns, a Division Manager for TSCG, Inc. in Chicago and Philadelphia, 2004-07, working on land use campaigns for Fortune 100 clients. He is an outdoor enthusiast, a baseball fan, and a history buff, frequently posting pearls of wisdom on Twitter.

Jeff was both a voice for regional interconnectivity and a consistent presence advocating for the transportation needs of the residents in Fairfax, Northern Virginia and the region as a whole. As a volunteer interested in transportation, he spoke to the connectivity issues while leading the Fairfax Federation, while representing Fairfax on the Greater Washington 2050 coalition, as a member of the MWCOG TPB Community Advisory Committee, in front of citizens in Fairfax and Prince William counties, as a member of WMATA studies (Blue/Orange/Silver and Bus Transformation groups), in front of the Fairfax County Board of Supervisors as TAC Chair, and at public hearings held by VDOT, FCDOT, Fairfax Connector, NVTA and NVTC. We can see results of the push for interconnectivity as Fairfax County's replanning of the Fairfax Connector routes reach out to Loudoun County and now Virginia and Maryland are actively planning the long-awaited improvements to I-495 at the American Legion Bridge. Implementation will not only improve automobile commutes but also greatly expand mass transit options for commuters. Jeff has selflessly been on the front lines of these discussions for many years. Jeff Parnes has been involved in the Fairfax Community since he moved here over forty years ago. His volunteering in Fairfax includes:
Reading through Jeff's qualifications and contributions, one's eyes might first glaze over from the alphabet soup of boards and committees that he has served on but it has never been a paper chase for Jeff. He actively translates the lofty words of those groups into real and practical efforts to serve his community. As Chairman of the TAC, Jeff would engage VDOT and County Transportation staff from real world experience. He literally "walked the walk" in questioning staff about bus routes and paths and trails because he had stood at bus stops trying to read signage that was not helpful in getting him to his destination. He could relate firsthand where it was safe and unsafe to bike to work because he had done it. Jeff never does this with arrogance or condescension as he believes in the Jewish concept of Tikkun Olam, an aspiration to behave and act constructively and beneficially. Jeff obtained his Master of Operations Research/Management at George Mason University and a Master of Information Systems at Virginia Tech. He is a member of Alpha Phi Omega with a Distinguished Service Key and, in his youth, became an Eagle Scout. Jeff's self-taught skill in website programming and maintenance has resulted in his being, one time or another, webmaster for his HOA, the SDCCA, the Federation, the NoVa ASQ section and the CMWG, for some of which he still serves in that position

The Fairfax County Federation of Citizens Associations, established in 1940, is the countywide voice for homeowner, civic, and community associations. An all-volunteer organization, The Federation works on issues that impact Fairfax County residents, including education, transportation, the environment, human services, land use, the county budget, and state and federal legislative issues.
